Effective date versus compliance date

An effective date generally identifies when a rule has legal effect. A compliance date may identify when covered parties must satisfy a particular requirement. A rule can have one, both, several phased dates, or exceptions that change the answer for a specific party.

Do not place every date in one generic deadline field. Label the date’s type, preserve its source locator, record relevant timezone or legal-date semantics, and monitor later corrections or extensions.

Questions to ask

• Is the date stated in official metadata, operative text, or both?
• Does it apply to the whole rule or a named provision?
• Is it conditional, phased, stayed, extended, or tied to another event?
• Are small-entity, product, contract, or renewal transitions different?
